Is it legal to copy and change a website's html?

For example: Going to http://www.google.com, right-click, view source, copying the html, and pasting it into notepad. Then you could make changes to it, like changing the background to blue, and removing the search buttons, etc. After that you could save it as sdfkgh.htm. Then you could open it to see what changes you have made and how it looks and stuff. Wouldn't publish the changed/copied html to a website. Would just be doing it for fun, or learning, or something.Is it legal to copy and change a website's html?
You can download and mess with the code for fun all you want. You use that code on another web site and its copyright infringement.
