yes, if you have master page
Not in HTML, in the code that creates the page - you include the Nav bar as an external file, so that file is all you have to change, and all pages that include it get the change.
well... in html i believe you would have to do it on each page of the website... however, if you're using a different language then you could use a master page and build everything off of that....(i.e., asp.net, visual basic)...
